You need the new Time dragon, purchased from the shop with gold, leveled to 15, and a single Legend element dragon (example would be the TimeTravel), leveled to 4. The arena chest reward legendaries can grow quite powerful as well (Boulder, Kitsune, Timeless, etc.).
However, the chances of breeding a legendary dragon are incredibly slim, with only about a 1 probability of success. With the most recent update, look like it will be easier to breed a Legacy dragon. The trick to getting legendary orbs is to target the easily breedable ones, like Kratus (Pure/War lv 16+), or any of the Breeding Sanctuary legendaries (Abyss, Mirage, etc.). Breeding dragon pairings with either a Pure or Legend element are best to breed a legend dragon.
